e578413d98 Mpv.conf support and seek skipping fixed 
- Added mpv.conf support
- Added a example / default mpv.conf
- Added a anime upscaler example profile with required shaders
- Adjusted deploy_windows to include the mpv.conf and shaders
- Set dict size to 128 to make installer even smaller

372301093f Updated Windows deploy script + ubuntu updater fix 
- Using a node script instead for windows deployment
- ( Will be later used for github automatic deployment)
- Updated windows.md with updated deploy steps
- Autoupdater fix for ubuntu causing update prompt to always show
- Libmpv version bump for ubuntu support
