Update m_client.dart

- getCookiesPref() and deleteAllCookies():
Avoid repeated parsing of `Uri.parse(url).host` by creating a variable.

- httpClient():
cache RhttpCompatibleClients and add default IOClient fallback.

- shouldAttemptRetryOnResponse():
Added a delay to avoid busy looping.
