Implement some calls of ISelfController (#965) 
* Implement some calls of ISelfController

This PR implement some calls of ISelfController:

- EnterFatalSection
- LeaveFatalSection
- GetAccumulatedSuspendedTickValue (close #937)

According to RE of the 8.1.0 am service.
