This allows the user to change the controller LED while using Ryujinx.
Useful for PS4 and PS5 controllers as an example.
You can also use a spectrum-cycling Rainbow color option, or turn the LED off for DualSense controllers.

Should fix CI after the previous changes.
GTK3 isn't build by the release job anymore, only by PR CI.
This also ensure that the test-ava update package is still generated to
allow update from the old testing channel.
